Percy Sibanda is a cosmetic chemist with a background in both science and law, and over two decades of experience in the cosmetic and personal care industry. He holds a Bachelor of Science (Honours) in Applied Chemistry, a Bachelor of Commerce in Law (First Class Pass), and a Diploma in Cosmetic Science, and is currently furthering his studies towards a Bachelor of Laws (LLB). His academic training in science and law has shaped a practical, interdisciplinary approach to cosmetic regulation and compliance.
Percy began his career in cosmetic contract manufacturing at SDK Agencies, where he gained hands-on experience across product development, quality control, and production. He later joined the Cosmetic, Toiletry & Fragrance Association (CTFA) as a Technical & Regulatory Affairs Advisor, contributing to industry self-regulation and supporting compliance initiatives.
He subsequently spent 13 years with the L’Oréal Groupe as Scientific & Regulatory Affairs Advisor for Sub-Saharan Africa, where he worked closely with local and international stakeholders to translate regulatory and public affairs developments into practical guidance. His work supported product stewardship across the full product lifecycle, from development through to market and post-market oversight.
In 2026, after stepping away from a fulfilling corporate career, Percy established African Cosmetic Regulatory Intelligence (ACRI), a regulatory consultancy focused on regulatory and public affairs support for the cosmetic industry across Africa.
Percy works with companies to develop regulatory strategies that seek to balance compliance, risk management, and commercial realities across diverse and evolving markets. He participates in a range of stakeholder platforms, including standards bodies, professional and trade associations, advocacy and NGO forums, and government engagement structures, and currently serves as the National Chairperson of SABS TC 217 – Cosmetics.
He is also committed to skills and capacity development within the South African and broader African cosmetics industry, contributing as a cosmetic science educator for the Society of Cosmetic Chemists (COSCHEM), where he teaches modules in Product Safety, Cosmetic Legislation, and Hair Care.
Percy continues to collaborate with a wide network of local and international regulatory and public affairs professionals, aiming to deliver practical, context-appropriate regulatory solutions that support business needs while contributing to the growth and competitiveness of the African cosmetics industry. He regularly shares insights as an industry speaker and writer, with a particular interest in the intersection of science, law, and ethics in cosmetic innovation, and has published opinion pieces in industry publications, including the Pharmaceutical & Cosmetic Review of South Africa.
